Presentation to Marisol Touraine of the health data report : in the direction of an open and safe access to heath data

Pierre-Louis Bras, general inspector of social affairs (IGAS), recently designated general secretary of ministries charged of social affairs, presented to Marisol Touraine, Minister of Health and Social Affairs, at the beginning of October 2013, the report on “governance and use of health data”. The first part of the report is an observation. It reminds the initial purposes of the SNIIRAM and PMSI bases, then describes their reunion in a larger base called Système d’Information (SI), details its content and organization, its remarkable richness and limits. It exposes then present difficulties, legal and practical, concerning access to data. The second part of the report introduces issues and propositions.
