Main objective The purpose of the study is to describe the effects of energy insecurity on health and to identify how this particular form of precarity is an aggravating factor for the health condition of individuals facing it.
Inclusion criteria For the households surveyed by the departmental solidarity agencies:
· "exposed" households were those receiving an expert assessment in 2011-2012 as part of the FATMEE program. In each Departmental Solidarity Agency, a joint commission combining the project partners convenes every month in order to rule on the appeals to the FATMEE program; situations are presented by a referring social worker, who has conducted a first in-home visit following a request for assistance, as mentioned above (unpaid energy bills, outage, inability to heat, etc.);
· "unexposed" households were selected by a referring social worker at the level of each Departmental Solidarity Agency: for every "exposed" household included in the study, action was taken to find among the households requesting aid from departmental social services in the same territory (city or canton) another household without a proven energy insecurity problem that presented similar characteristics in terms of family structure (elderly person alone, family with two parents and two young children, single-parent family with young children, etc.). The fact of not experiencing energy insecurity was determined by a negative response to two questions: is it too cold in your household? have you had difficulties paying your energy bills over the last 12 months?

For households surveyed in the CCAS territory:
· "exposed" households were those that will receive an expert assessment under the FATMEE program. The determination of these households was made jointly by the CCAS and the GEFOSAT as part of a commission operating on the same principles as those of the departmental solidarity agencies;
- "unexposed" households were selected by a social worker based on the same principle as for the households monitored by social workers from the departmental solidarity agencies.
